General Assembly Returns to a Crowded Housing and Water Agenda
Lawmakers are back in Frankfort facing a packed agenda that includes housing affordability, aging water infrastructure, and a contentious education funding debate.
Lawmakers returning to Frankfort this week face one of the more crowded pre-session agendas in recent memory, with housing affordability, aging water infrastructure, and a renewed education funding debate all competing for attention before the next legislative session formally opens.
Leadership in both chambers say housing has moved up the priority list noticeably compared with prior years, driven by complaints from both urban and rural lawmakers about rising costs and limited inventory in their districts. Several bills expected to be filed would adjust zoning incentives and expand funding for workforce housing developments.
Water Infrastructure Draws Bipartisan Attention
Water infrastructure has emerged as a rare area of early bipartisan interest, following a string of local water system failures in small and mid-sized Kentucky communities over the past two years. Legislators from both parties have signaled support for increased state investment in aging water treatment and distribution systems, though disagreements remain over how to fund it.
"Nobody wants their constituents to be the next community with a boil-water advisory that drags on for weeks," said one committee chair involved in early discussions, describing water infrastructure as an issue that transcends the usual partisan lines.
Education funding is expected to be more contentious. Several lawmakers have signaled they want to revisit the state's per-pupil funding formula, a debate that has surfaced in prior sessions without resolution. Legislative leaders say they expect committee hearings on all three issues to begin within the coming weeks, with formal bill filings following shortly after.
